Project Engineer – Transmission Line & Substations

As a key member of the power infrastructure delivery team, you will be responsible for the critical upfront planning, work scope definition, and procurement phases of major transmission lines and substations projects. Operating across tender and delivery phases, you will collaborate with designers, commercial teams, and field crews to ensure multidisciplinary projects are set up safely, efficiently, and in compliance with the project management framework.

Key Responsibilities

Project Setup & Planning

  • Work Scope Definition: Define and develop work scopes, identify scope gaps between head and subcontracts, and support constructability reviews with design teams.
  • Program Scheduling: Help develop and review project programs, establish short- and long-term planning, and integrate critical milestones into the project plan.
  • Compliance & Governance: Ensure all project setups align with the Integrated Management System (IMS), health, safety, environmental (HSE) policies, and regulatory standards.


Procurement & Contract Management

  • Subcontractor Packages: Compile and review tender/subcontract packages, evaluate vendor proposals, and submit procurement approvals.
  • Vendor Management: Engage and negotiate with suppliers and contractors to ensure the timely and cost-effective delivery of plant, equipment, and materials.
  • Commercial Support: Track costs, compile upstream and downstream claims, and assist with variations and margin improvement initiatives.


Risk & Quality Management

  • Risk Identification: Identify, assess, and monitor project risks and opportunities, implementing mitigations and escalating issues.
  • Quality Assurance: Maintain site quality records and contribute to the development of Quality Management Plans (QMP), Inspection and Test Plans (ITP), and Non-Conformance Registers.

Essential Qualifications & Experience

  • Education: Tertiary qualifications in Electrical Engineering, Civil Engineering, or Construction Management.
  • Industry Experience: Proven experience working directly with a construction contractor on the delivery of high-voltage transmission lines or zone/terminal substations.
  • Procurement Acumen: Strong background in putting together subcontract packages, evaluating tenders, and managing vendor/contractor relationships.
  • Project Delivery: Demonstrated ability to manage discrete project elements or small-to-medium risk projects from planning through to completion.
  • Technical & Soft Skills: Proficiency in MS Office suite and project scheduling tools; core competencies include analytical problem-solving, stakeholder collaboration, and clear communication.
